Are my downspouts connected to a sewer, and does that matter here?

My gutter overflows but the roof looks fine. What is going on?
Usually one of three things. The trough has no fall or the wrong fall and is standing full before the rain arrives. The outlets are undersized or too few for the roof area feeding them. Or the buried leader below has failed and the water has nowhere to go once it reaches the bottom.
All three show up as water coming over the back edge into the fascia, which is why rotten fascia is nearly always a drainage diagnosis rather than a roofing one.
Is a bigger gutter the answer, or more downspouts?
More downspouts, in most cases. A five-inch trough with four outlets moves more water than a six-inch trough with two, and it costs less to install. Trough size only becomes the limiting factor on very long runs or steep roofs that deliver water fast. We would rather cut two more outlets than sell you the heavier profile, and on a modest house the smaller trough looks better anyway.
Should I put gutter guards on a house under mature trees?
It depends on the tree. Under maples, where the debris is broad leaf, a good guard reduces cleaning noticeably. Under oak and especially under pine, needles knit into the mesh and the guard becomes the dam it was sold to prevent. No guard eliminates cleaning, and one fitted over a trough with the wrong fall just hides standing water from you. We will tell you which case your house is.
My basement took water in the same storm that damaged the roof. Is that one claim?
Almost certainly not, and combining them can cost you the roof claim. Wind and impact damage to the roof plane is one kind of loss. Water that came up through a floor drain because the sewer surcharged is a different one, covered by a different endorsement if it is covered at all. We write those as separate findings in our report so an adjuster is not handed a reason to question the whole file.
